I've just written my reply to Ian's article. I haven't attempted to answer any of the questions he poses because I think they are the wrong ones to be asking. The central/local government agenda is the wrong one because central and local government appear to be unaware of some important principles underpinning the law. The law prior to the Children Act 2004 was perfectly adequate. What should be asking is how state-funded services can be improved to provide families with a standard of living and a quality of life such that the risk of abuse is reduced and welfare and education is improved - whether children are 'seen by the authorities' or not.
Now I know why I keep tripping ,! I thought it was the untied shoelace but no, it's all the morals people have dumped as they run to the honey pot.
